He has successively served in the national public security and judicial departments, and since 1986, he has served as the head of the proposal department of the Overseas Chinese Committee of the National People's Congress, and participated in the drafting of many important laws, such as the Law on the Protection of the Rights and Interests of Returned Overseas Chinese and the Family Members of Overseas Chinese, and the Law on the Protection of the Rights and Interests of Overseas Chinese.
